The Philippines Just Built Its First AI Hub for Small Businesses. Here's the Gap It's Trying to Close.

On August 11, a government building in Makati got an unusual new tenant: the Philippines' first AI training hub built specifically for small businesses.

The Department of Trade and Industry and Converge ICT Solutions opened it together at the DTI Filinvest Building. Inside are live AI demonstration spaces, accelerator pods, pitching rooms, and training facilities that participating enterprises can use for free. GMA Network signed on as a partner two days later.

It's a real commitment of space and money. And it exists because of a gap that has been sitting in the research for years.

The 77-versus-16 problem

The Management Association of the Philippines put numbers on it this year: about 77% of Filipino MSMEs say they want to adopt digital tools, but only 16% actually use them. The reasons owners give are consistent — they aren't sure which tools matter, the setup feels complex, and the cost is hard to justify before you've seen a result.

That's not a connectivity problem. Filipinos are already living digital lives as customers — the same analysis notes that digital payments made up 57.4% of monthly retail transactions in 2024, up from 52.8% a year earlier. The gap is on the operator side: owners know the tools exist but don't know where to start. That's the exact thing a walk-in center with demo stations is designed to fix.

What DTI actually built

The AI and Scale-Up Center is pitched as a practical room, not a policy paper. Businesses go in to see AI tools running, get hands-on training, and — for startups — work through accelerator pods and pitch sessions. It's tied to the Tatak Pinoy Strategy and the country's innovation and startup laws, but the day-to-day promise is simpler: come see what these tools do before you commit.

Trade Secretary Cristina Roque framed it as closing the distance between an idea and a working solution: "Scaling a business requires usable tools and expert guidance so that innovative ideas can turn into functional solutions." Converge CEO Dennis Anthony Uy said the goal is to help companies "understand AI, streamline their operations, and expand their reach."

The businesses that already crossed the gap

Here's why this matters for your bottom line, not just the government's targets. In CPA Australia's 2024–25 Asia-Pacific Small Business Survey, 69% of Filipino small businesses that invested in technology in 2024 said it improved their profitability — against a regional average of 56%, and the second-highest result of the 11 markets surveyed.

Filipino small businesses were also among the fastest-growing in the region, with 77% reporting growth in 2024. The technology payoff isn't theoretical here. It's already showing up in the numbers for the firms that moved.

Why the gap stays wide anyway

Money is part of it. In the same survey, 65% of Filipino small businesses sought outside financing in 2024, but only 22% found it easy to get — the lowest result in the region. Rising costs were the top challenge owners named.

That's what makes a free training hub more useful than it sounds. It doesn't fix financing, but it removes the other big objection: you can learn what a tool does, and whether it's worth paying for, without spending anything to find out.
